BGen Conley was commissioned in 1988 and trained as a logistics officer.

Assignments in the operating forces include B Company Commander, 1st Landing Support Battalion; Squadron S4, MWSS 171; G4 Plans, 1st Marine Division; Regimental S4, 5th Marine Regiment; G4 Plans, I MEF; N4A, TF 58; Commanding Officer, MWSS 274; Commanding Officer, MWSG 27; G4, Marine Forces Central Command; Commanding General, 3d Marine Logistics Group, and Commander Bagram Airfield/Deputy CG US National Support Element-Afghanistan.

Assignments in the supporting establishment and Service staff include Company Officer and Naval Science Instructor, US Naval Academy; Logistics Integration Officer, EFDC MCCDC, and Logistics Plans Officer, SHAPE NATO.

BGen Conley's military education includes the US Army Transportation Officers' Advanced Course; USMC Command and Staff College; Industrial College of the Armed Forces; US Army Airborne Course and the US Navy SPECWAR Jumpmaster Course.
