As part of the MCI-West Commanding General's decision to reopen certain services, the MCI-West COMMSTRAT Photo Studio will open Monday, June 1, with the following guidelines in place in an effort to mitigate the spread of disease:

The studio will ONLY be supporting OMPF promotion photos (Sgt or higher), command board photos and passport photos. 

ALL customers will wear face masks. 

ONLY customers will be allowed in the building. No advisors will be permitted in the building or photo studio to help with uniforms. 

Customers will arrive in the uniform required for their photo. Changing rooms will not be available. 

Following social distancing guidelines, once waiting room capacity has been reached customers will be asked to wait outside or in their cars. Customers standing by will be contacted by cellphone once space is available.

(Service C or equivalent) Uploaded via Manpower Management Records and Performance (MMRP)/OMPF. Please complete the Administrative Photo Verification Form  and have it electronically signed by your CO, XO, SgtMaj, 1stSgt, Senior Enlisted Leader (SEL), or Inspector - Instructor (I&I) as required per MARADMIN 052/19.  Have the electronically signed form emailed to: mciwestproduction@usmc.mil prior to your arrival.

PT 360 Photos. (Distributed electronically to chain of command). PT 360 photos are for package submission only. NAVMC 11537 required for validation.  General tattoo documentation is no longer required per MCBUL 1020.

Photo How To

Uniform for OMPF photographs:

  • Male Marines:  Service “C” without cover, with ribbons (short sleeve khaki shirt, green poly wool trousers). Wearing of a white undershirt (T-shirt) is at the individuals option per current uniform regulations.
  • Female Marines:  Service “C” without cover, with ribbons (short sleeve khaki shirt with green poly wool slacks). The wearing of a white undershirt (T-shirt) and/or earrings by female Marines is at the individuals option per current uniform regulations.  Pregnant or postpartum Marines have the option of wearing the service “C,” service “C” maternity uniform, or the MarPat with blouse.  he maternity uniform or MarPat for postpartum Marines may be worn for OMPF photographs up to six (6) months from the date of delivery. As noted in the examples provided in paragraph 4e, the story board will indicate either “PREG,” “POSTPARTUM EXP YYYYMMDD” in place of height/weight and body fat (“POSTPARTUM EXP YYYYMMDD” is the ending date of the postpartum time period.).

Photographing instructions:

  • A modern cell phone camera will work just fine.
  • The photographer must use plain, light-colored background. Do not use curtains and/or carpets as background. A barren white wall works best without any decorations (hanging pictures etc) or light switches/electrical outlets.
  • Avoid background shadows by finding a well-lit blank wall. Turn on all the lights and open all blinds.
  • Do not cut off feet or tops of heads with the edge of the photo, but do not leave a bunch of foot or head space in the image. See example. Fill the frame without cropping body parts off.
  • Pose Marine in a ¾ stance with left shoulder forward and head pointed at the camera/phone. See image above
  • Binder clips, paper clips, tape etc are not authorized for the modification of uniforms.

Editing in Photoshop

  • Image should 300 dpi. (The OMPF Photo template is already set to 300 dpi)
  • Open the “OMPF Photo Template” Publisher document.
  • Send the photo from your phone an email you access on the computer you are using.
  • Download the image from your email to folder where you can find it.
  • Open the folder containing the photo of the Marine.
  • Drag photo onto Publisher OMPF template.
  • Drag the corners of the image to make sure it fills the template. If it has to overlap the edges of the template to fill the area, that is fine as long as the head and feet aren’t cut off by the edges of the document.
  • Click the “format” tab under “picture tools” and click send backward until the black box and text are visible on top of the photo.

  • Click on the text box as seen above and fill out the information with the information from the Marine in the picture.
  • See the link on the first page of this document if you need more clarification for the information needed.
  • Once the image looks like the first image in this document, click “File” at the top left of the Publisher document.

  • In the drop down menu select “Export” and then “Save for Photo Printing.”

  • Ensure “JPEG Images for Photo Printing” is selected. It should automatically be selected. Then click “Save Image Set” and select a folder where you can find the exported image.

  • Open the folder containing the final image and right click on the image file. Select “rename” from the drop down menu and name the file the full EDIPI of the pictured Marine followed by “.jpg”
  • Example file name: 123456789.jpg

Submitting the photo to OMPF

  • Marines cannot submit their own photo.
  • Only first sergeants, sergeant majors, executive officers, and commanding officers can submit the photo to MMSB.
  • Send the photo to mmsb.photo@usmc.mil
