Mission Statement
Our mission at Family Housing is to enhance the quality of life for all eligible members assigned to Marine Corps Base (MCB) Camp Pendleton. Our primary function is to provide guidance and advocacy to Marine Corps personnel, regardless of duty assignment, while living aboard the base. We are always happy to assist families in making the right decisions for their personal circumstances. Military personnel assigned to MCB Camp Pendleton with bonafide dependents who reside with the military member are eligible to apply for on-base housing

Why did the Government enter into public private venture agreement?
The shrinking housing budget coupled with aging housing units and maintenance backlogs made it difficult for the Navy/Marine Corps to provide quality housing to service members. The public private partnership makes it possible for the Navy/Marine Corps to renovate and construct family housing quickly and economically.

Who oversees the Public Private Venture (PPV) partner?
Oversight of the PPV partner occurs on several levels. Naval Facilities Engineering Command (NAVFAC), Southwest Division will maintain oversight and adherence to the agreed upon business management agreement. MCB Camp Pendleton Family Housing staff will have daily interactions with the PPV partners. The installation government family housing office implements the regional program, evaluates housing services, and serves as an advocate for military families.

What recourse will military families occupying Public Private Venture (PPV) homes have if the property manager does not respond to unresolved issues or if maintenance is unsatisfactory?

Who will enforce the rules under PPV?
Both Public Private Venture (PPV) partners and Naval Facilities Engineering Command (NAVFAC), Southwest Division will enforce the agreed upon rules as stated within the contractual business agreement.

Why do I have to sign a lease?
The PPV is private housing property management company, and a lease is required as is the case when renting in the private sector. Every resident will sign a lease. Should a member choose not to sign a lease, they give up their right to occupy base housing.
Who will resolve pay issues?
Installation Government Family Housing Office along with the service member's command will diligently work together to resolve pay account problems. Immediately notify the management team if you have a pay problem related to your Basic Allowance for Housing (BAH).

What is my responsibility in paying the rent?
When moving into family housing, BAH is paid directly the PPV Partner NOT the service member. All increases to BAH are automatic for Marines. Service members from other branches of the armed forces must inform the housing office of an increase. NOTE: Under PPV, the service member is responsible for informing the management office of his/her BAH increase either due to regular pay raises or promotions. Failure on the service member's part to advise the PPV management office of the BAH increase will place him/her in noncompliance of the lease agreement and could result in eviction. The lease is written to automatically adjust for increases in BAH without issuance of a new lease.

Will there be increases in rent?
Rent is tied to the BAH. As the BAH rate adjusts, the rent will also adjust. Adjustments in BAH rates usually occur once a year in January.

If we get immediate orders, can we move-out without giving a 30 days' notice?
Yes. The Servicemembers’ Civil Relief Act permits early exit without penalty.  

“Tenants have the right to terminate this Lease early under the Servicemembers Civil Relief Act (50 U.S.C. §§ 3901-4043, the “SCRA”). Generally, the SCRA provides active-duty service members and dependents of active-duty service members the right to terminate a lease for residential property prior to the regular lease termination date when the service member is required to move due to military orders for a permanent change of station (PCS), for retirement or separation, or for a deployment of not less than ninety (90) calendar days. To terminate a lease early under the SCRA, the Tenant must provide the Owner written notice of termination and a copy of the relevant military orders or a statement from the service member’s Commander confirming the orders”.

Renters insurance serves as a means to protect tenants from unexpected structural damage as well as any loss of personal property. Lincoln Military Housing and Hunt Military Housing do not require residents to obtain renter’s insurance, but strongly recommends that tenants maintain coverage based upon their own assessment of the amount of property and liability coverage needed to protect their interests. 

It is critical to have a complete understanding of the differences between types of coverage options offered by your insurance agency. Although each insurance company offers its own unique coverage plans, they primarily focus on two central elements:
1. Liability coverage
2. Personal property coverage. For example, a standard policy or having “full coverage” under USAA means having both liability and personal property coverage. To ensure you are covered for any unforeseen circumstances, having both liability and personal property coverage is best.

Liability coverage helps protect your assets and future income. For this coverage, you’ll want to consider your net worth and the value of your assets, as well as your risk of being held liable for injury or damages. For example, you have a dog or live with roommates. Personal property coverage helps protect your personal belonging (i.e. jewelry, electronics, military gear, etc.), and the amount of coverage you need depends on how much said items are worth. Please be sure to conduct your own research and reference the specific coverage guidelines that your insurer offers for a full breakdown of what’s covered and what is not.

The battalion Family Readiness Officer ensures Marines and families are prepared for any mission, life or career events they may encounter during their military career. This mission is accomplished through proactive outreach and education.

Child Care Services

Mission Statement
The shelter is a public service organization responsible for protecting animal owners, non-owners and domestic animals aboard the base. It accomplishes its mission through the vigorous enforcement of base regulations concerning the ownership of domestic animals. The shelter also strives to offer humane education and to control the pet population on the base by enforcing housing regulations in cooperation with the Base Housing Office. The shelter provides many services while accomplishing its mission. It also protects animals from abuse and neglect, rescues sick or injured animals, and places qualified animals in the adoption program.

Adoption Information
The adoption process is customer friendly. We ask that the whole family come to the shelter and interact with the animal. If the family is adopting a dog and currently own another dog, we ask that they bring their animal with them and we will do a dog-to-dog interaction. If an adoption match is found, the animals are ready to go to their new homes that day.

Q. What documents are required to register my vehicle aboard Camp Pendleton?

A. You must present a valid state driver’s license, military ID, valid state registration and valid insurance. If your vehicle is registered out of state, you must also show proof of a smog test that meets the state of California’s requirements. Drivers who are 25 and younger must show proof of completion of the Driver’s Improvement Course.

Q. Why does my vehicle require a Smog Test?
A. Smog Test Information
A Smog Test Is Not Required:
1.  For new vehicles purchased from a CA dealer.
2.  For vehicles with current and valid permanent CA registration.
3.  For 1975 and older vehicles.
4.  For vehicles that are registered out of state, are eight (8) model years old or newer and were purchased from a CA dealer. The owner must show proof that the vehicle was purchased from a CA dealer.

A Smog Test Is Required:
1.  For all vehicles registered in a state other than California and have not passed an initial California smog test.  This includes all new vehicles that were either purchased outside of California. MCO P5090.2A - Chapter 6, Section 6104(5)(c) requires vehicles operated on a facility to comply with state requirements even if the vehicle is not registered in that state. BO 5090.1A - Paragraphs 3, Section C identifies vehicles which are required to have a smog check. Paragraph 5, Section D requires the AC/S SES to obtain proof of a smog test as a condition of registering a vehicle on Camp Pendleton.

Note: The vehicle must pass ALL areas of the smog test to include emission, functional, and visual areas. The two most common reasons a vehicle will fail a smog test is for the “Check Engine” light being on, and for modifications to the engine/emissions system not approved by the California Air Resources Board (CARB), even though the modification may be legal in the registration state.

Q. Are diesel vehicles required to have a smog test?
A. Yes. Effective 01Jan2010, California mandated smog emission inspection for diesel-powered vehicles manufactured in or after 1998, and who have a gross vehicle rating of (GVR) of 14,000 pounds or less. Biennial smog inspection requirements began on 20Apr2010.

Q. The vehicle I drive is registered in a relative or other person’s name. Can I register it on base?
A. Yes, provided that you have a notarized letter from the owner authorizing you to operate the vehicle, including the period of operation, and present
proof that you are insured for driving that vehicle for an extended period.

Q. How long are base vehicle registrations valid?
A. Vehicle registrations are valid until the expiration date of the registrant's ID Card.

Q. If my vehicle does not meet the requirements for registration, can I get a Temporary vehicle registration?
A. No, temporary registrations are not issued.

Q. What order regulates the issuance of vehicle registration aboard Camp Pendleton?

Q. How do I register my motorcycle aboard the base?
A. To register your motorcycle aboard the installation the following will apply to all categories of personnel (active duty, reserve, retired military, dependents, DoD civilians, et. al.) unless otherwise specified:

To obtain vehicle registration:
1.  All military personnel under the age of 26 must show proof of Driver's Improvement Course (DIC) completion.
2.  Present valid state driver license with motorcycle endorsement (if the state requires the endorsement).
3.  Present valid military identification card.
4.  Present valid vehicle registration certificate.
5.  Provide valid proof of insurance as indicated in the vehicle code.
6.  Provide proof of MSF Riders Course completion.

Note: Civilian visitors or contracted laborers who are properly licensed to ride a motorcycle shall not be required to receive service sponsored training,
or to prove that they have taken other motorcycle training in order to operate a motorcycle on a DoD installation.  DoDI 6055.04, 20Apr2009.

As of 24 APR 2020, the Camp Pendleton Veterinary Treatment Facility is open again for business and seeing as first priority appointments for PCS prep, rabies vaccines and puppy/kitten vx series. Other appointments (primarily sick calls and blood testing for preventative/medication refills) will be accommodated as space and time allow. We will also be available again to fulfill in-house prescription requests with at least 72 hours advance notice for controlled drugs and 24 hours advance notice for other medications. We are not scheduling or planning for any Privately-Owned Animal surgeries at this time.

Mission Statement
The mission of the Camp Pendleton Veterinary Treatment Facility (VTF) is to not only provide complete medical and surgical care for the military working dogs (MWDs), but to also provide high quality veterinary care at a reasonable cost for the pets of our military community. Because our primary attention must be devoted to maintaining the deployability and health of our canine warriors, the MWDs, we are unable to function as a full-service veterinary hospital. In light of our demanding mission with the MWDs, we focus our privately-owned animal (POA) mission on preventive medicine. We offer appointments for vaccinations, microchip implantation, health certificates for travel, wellness exams, and limited sick call. We encourage our clients to call our appointment line for availability of sick call appointments, but also realize that it often may be in the pet's best interest to be seen off-base in emergencies, non-elective surgeries, or cases requiring hospitalization or advanced diagnostics. Your Pet
