Marine Corps Base Camp Pendleton has implemented policies that focus on access control procedure and ensure the protection of Active Duty personnel, residents and civilian employees. These policies are intended to help Marines accomplish their mission and keep families aboard Camp Pendleton safe, while allowing access to authorized personnel and sponsored visitors.

Visitor Center & Sponsoring a Visitor
The Camp Pendleton Visitor Center is NOW OPEN and is located in Bldg 20255T, adjacent to the Main Gate.

Business hours are currently 0730-1530 Mon-Fri. The phone number is 763-8435.

The Visitor Center is intended to process visitors who have not been otherwise sponsored by base personnel, or those visitors who have arrived, but their regular sponsorship is pending processing.

Whenever possible, please continue to sponsor your visitors using Sponsored Visitor Form located above. Please follow the below guidelines when submitting your request.

When sponsoring visitors electronically using your MCEN (usmc.mil) account, please assist the Visitor Center by submitting your visitor's information per the following guidelines.

1. Submit at least 4 business days before their visit, but not more than 14 days in advance. Please keep in mind that the Visitor Center is closed on weekends.

2. If you have 1 guest, please use the Sponsored Visitor Form.

3. If you have more than 1 guest for the same event/reason, (e.g. Change of Command, Retirement, other events) please email
mcbcampensponsoredvisitor@usmc.mil or call 763-8435.

4. All submissions must be sent to:
mcbcampensponsoredvisitor@usmc.mil from your MCEN (usmc.mil) account.

5. Use FOUO: SPONSORED VISITOR as the subject line of your email.

Following these guidelines will assist the Visitor Center in processing your visitors as quickly as possible.

Please note that due to the volume of requests received, the Visitor Center will not respond or confirm receipt unless there is an issue with the request or they need additional information. If you desire confirmation, please use the "Request a Delivery Receipt" or "Request a Read Receipt" function in Microsoft Outlook.

Submissions from non MCEN domains such as gmail.com or yahoo.com will be rejected, as we have no way to authenticate the identity of the sender.

Department of Defense affiliates and/or their authorized family members who possess a Common Access Card (CAC), DoD Uniformed Services Identification and Privileges Card (USID), or Armed Forces Exchange Services Identification and Privileges Card (DD Form 2574).
• Persons with U.S. Government issued authenticated Federal PIV credentials and a valid purpose to enter.
Persons with a Transportation Worker Identification Credential (TWIC) and a valid Bill of Lading.
• Persons with a Camp Pendleton approved RAPIDGate® credential or Camp Pendleton pass (i.e. Business Pass, Volunteer Pass).
• Sponsored visitors with a valid purpose to enter.

The MCB CAMPEN Sponsored Visitor Program enables authorized sponsors to submit a Sponsored Visitor Form to the Provost Marshal's Office (PMO) and sponsor visitors for up to 90 days.  The program is not a substitute for the MCB CAMPEN Business Pass or RAPIDGate® program.

Sponsorship is the act of identifying a guest and verifying that the visitor is personally or professionally known to the sponsor and has a valid purpose for entering MCB CAMPEN.  Sponsors of visitors are responsible for their guests.  However, the sponsor need not accompany the visitor at all times, unless otherwise required.  If a guest violates MCB CAMPEN orders or regulations, the individual who sponsored the guest may lose sponsorship privileges either temporarily or permanently. 

A sponsor is a person listed below, who invites a guest to come aboard MCB CAMPEN as a visitor for either personal reasons or as part of their official duties.  Sponsors must be 18 years of age or older.

  1.  Military personnel who possess a CAC.

  2.  Members of the reserve components who possess a CAC or Uniformed Services Identification Card (USID).

  3.  Retired military personnel in possession of a USID.

  4.  Honorably discharged veterans of the U.S. Armed Forces with a 100% service connected disability who possess a USID card.

  5.  Adult family members of 1-4 above and who possess a USID.

  6.  U.S. government employees (APF and NAF) who possess a CAC.

  7.  Adult base housing residents who possess a MCB CAMPEN Base Access Pass.

  8.  Employees of PPV Housing Partners who reside on base and possess a RAPIDGate® credential.

 Note: Sponsors cannot grant their visitor any base privileges.  Regulations allow sponsors to have guests onboard MCB CAMPEN; however, they may only do so to engage in activities they are authorized to use at the time of the sponsorship. 


A visitor is a person who does not possess a CAC, DoD Uniformed Services Identification and Privileges Card, or U.S. Government issued authenticated Federal PIV credentials.  Visitors may not subsequently sponsor anyone.

NOTE: Minors may not be sponsored using the Sponsored Visitor Program.  Per MCO 5580.2B, Sponsors must meet guests under 18 in person and register them at the Visitor Center.

  (c) PMO, Bldg. 1523 (24 Hrs.)

• Submission of a separate form is required for each adult being sponsored.

Electronic submission.  To authenticate the identity of the sponsor during an electronic submission, a Marine Corps Enterprise Network (MCEN) digital signature from a CAC is required.  Sponsors who have difficulty digitally signing the Sponsored Visitor Form can sign the form with pen and ink, scan it and attach it to an email submitted from a MCEN account.  Emails from domains other than .mil or usmc-mccs.org will be rejected.  Submit forms to: mcbcampensponsoredvisitor@usmc.mil

In-person submission.  If a MCEN digital signature or use of an approved email domain is not possible, the sponsor can bring the form to:

  (a) the Visitor Center, Bldg 20255T (0730-1530 Mon-Fri)  - THIS IS THE PREFERRED LOCATION
  (b) any MCB CAMPEN gate (24 Hrs.)
  (c) PMO, Bldg. 1523 (24 Hrs.)

  At these locations, the sponsor's identity and eligibility will be verified in person.


• PMO will conduct a background check on the visitor and once approved, the visitor's information will be uploaded to the electronic scanners at the gates.  When the visitor comes to the gate, they must present their driver's license to the gate sentry who will scan the license and electronically authenticate that the person is a sponsored visitor.
 

(a) Allow up to seven (7) days for forms to be processed.  PLEASE DO NOT SUBMIT FORMS MORE THAN 14 DAYS IN ADVANCE. It is critical that sponsors submit completed forms within this time period so that requests can be properly screened and processed in a timely manner.

(b)  Delayed submissions will result in visitors being turned away at the gate or the sponsor being required to meet their visitor at a CAMPEN gate.


Sponsors must submit a list of all guests who require sponsorship to the Visitor Center at least seven (7) days in advance of the event, but no sooner than 14 days in advance.  Please contact the Visitor Center at (760) 763-8435 or mcbcampensponsoredvisitor@usmc.mil for the required list format.

• Cyclists are allowed to transit North/South from the Las Pulgas gate to the Main gate (Stuart Mesa Rd to Vandergrift Blvd) and South/North from the Main gate to the Las Pulgas gate (Vandergrift Blvd to Stuart Mesa Rd).


• Sponsor who do not properly complete the registration process must pick-up their visitors at a Camp Pendleton gate before the visitor will be allowed on the installation. Delayed submissions will result in visitors being turned away at the gate or the sponsor being required to meet their visitor at a CAMPEN gate.

• No. At this time there is no appeals process if base access is denied. However, the command is working on an appeals process and it will be announced when finalized.

Sponsored visitors may access Camp Pendleton through the San Luis Rey, Main, Del Mar, Las Pulgas, Cristianitos and the San Onofre gates only.  MCB CAMPEN visitors are prohibited from accessing the NWS Fallbrook gate.

 Visitors may be denied access to MCB CAMPEN if they meet one of the following disqualifying factors:
• Any current charge or conviction within the past 10 years of homicide; rape; armed robbery; adult sexual assault; child sexual assault; child pornography; felony drug possession; felony larceny/theft; human trafficking; arson; extortion; immigration violation.
• Engaged in actions or activities designed to overthrow the U.S. Government or a State Government by force.
•  Identification in the Terrorist Screening Database; known gang member; known supremacist or extremist.
• Current arrest warrant, felony conviction within the past 10 years.
• Military personnel discharged with a bad conduct or dishonorable discharge; persons currently debarred from a military installation.
• Criminal arrest information presenting a potential threat to the good order, discipline, health or safety of persons aboard MCB CAMPEN.


• Personnel authorized to use Naval Hospital Camp Pendleton will not be impacted by the changes. Contact the Visitor Center Naval Hospital Camp Pendleton with additional questions.

All vehicles are subject to installation rules and regulations. Visitors must provide current liability insurance, current registration and proof of valid driver's license.

Large group tours are available on a first come, first serve basis. The previously available self-guided tours are no longer authorized unless you have an authorized sponsor. Contact the Public Affairs Office with questions, or to schedule a tour at: (760) 725-5799.
