The mission of the MCIWEST-MCB Camp Pendleton Consolidated Postal System is to provide for the acceptance and delivery of official and personal mail addressed to military commands, agencies, authorized civilian organizations and single service members aboard MCB Camp Pendleton. The MCIWEST Consolidated Postal System works with the local and regional leadership of the United States Postal Service (USPS) and the mailing industry to provide superior postal support and services to service and family members aboard installations throughout the western United States. The MCIWEST Consolidated Postal System coordinates with the commands and agencies worldwide to ensure deployed I MEF commands and service members receive timely and efficient mail service guided by USPS and Department of Defense regulations.

Unit Mail Officer / Unit Mail Clerk & Official Mail Manager Courses
The Mail Indoctrination Course for the training of Unit Mail Officers, Unit Mail Clerks and Unit Official Mail Managers is held within the 16 Area Mail Processing Center (Bldg 16840) classroom on the last Tuesday of every month. All classes start at 0900.
There are two courses, the first is for Unit Mailrooms, everyone attends.
The second is for Official Mail programs, only Unit Mail Officers and Assistant Unit Mail Officers attend (E-6/GS-6 or above).

Going on Deployment? Request a Deployed Unit Address
To request a Deployed Unit Address, the Unit Mail Officer (UMO) or Unit Mail Officer Assistant (UMOA) must contact the Postal Operations section to submit a Mail Routing Request (MRR). A MRR must be submitted 30 days prior to the unit’s ADVON deployment date.
Once the MRR is complete and signed by the Battalion Commander or By Dir. the unit must return the signed MRR to the Postal Operations Chief. The Postal Operations Chief will review and submit the MRR through the Automated Military Postal System (AMPS) for approval.
Once approved in AMPS. The Postal Operations Chief will notify the deploying unit via email of the authorized deployed unit address. A detailed Mail Handling Procedure (MHP) will be generated and sent to the unit for further distribution.

PRIVACY ACT AND PERSONALLY IDENTIFIABLE INFORMATION (PII)
Department of the Navy Policy
SECNAVINST 5211.5E implements the Privacy Act of 1974 per the Department of Defense Privacy Program Directive and Regulation ensuring that all DON military members and civilian/contractor employees are made fully aware of their rights and responsibilities with regards to privacy. The program attempts to balance the government's need to maintain information with the obligation to protect individuals against unwarranted invasions of their privacy stemming from the DON's collection, maintenance, use and disclosure of Personally Identifiable Information (PII). The program requires that privacy management practices and procedures be employed to evaluate privacy risks in publicly accessible DON web sites and unclassified non-national security information systems.

Mission
The mission of the IMA Program is to augment and reinforce Active Component (AC) staffs of the Marine Corps, Department of Defense (DoD) entities, and other U.S. Government departments or agencies having IMA structure on their Tables of Organization (T/O) with trained and qualified members of the Selected Reserve (SELRES).
AT & ADOS Orders Processing

Annual Training (AT):

AT orders requests must be submitted at least 60 days prior to the requested start date.

All requests must be processed through the chain of command/Billet Sponsor and submitted in the appropriate system.

Active-Duty Operational Support (ADOS):
-
ADOS requests for the next Fiscal Year (FY) must be submitted at the beginning of the current FY when the RLO Officer or Chief sends an email requesting submissions from each section.

Marines should ensure all required justifications and approvals are in place before submission and the NAVMC11349 must be signed by a O6/GS-15.
Medical & BUMED/MEB/PEB Processing
-
Medical Board (MEB) / Physical Evaluation Board (PEB) / Bureau of Medicine (BUMED) for Reservists:
-
If a Marine is unable to meet physical standards due to a medical condition, they must be referred for a Medical Evaluation Board (MEB).
-
For reservists, the BUMED process is required to determine if they are fit to continue service.
-
The RLO assists with starting the process, coordinating medical evaluations, and ensuring required documentation is submitted to the appropriate authority.
-
If placed on a PEB, the Marine will be evaluated for continued service, medical retirement, or separation based on their condition.
Promotion & JEPES Inquiries
-
Marines can track their Junior Enlisted Performance Evaluation System (JEPES) scores through MOL.
-
If a Marine was not promoted due to a missing or late entry (e.g., MarineNet courses, PFT/CFT scores, or other qualifications), the system automatically screens them for remedial promotion if they later meet the required score.
-
If a Marine believes they were overlooked for promotion due to an error, they should contact the RLO office for guidance on submitting a remedial promotion package.
Reserve Retirement & Qualifying Service

Eligibility for Reserve Retirement:
-
A Marine must complete 20 qualifying years of service to be eligible for a reserve retirement.
-
The RLO can assist in verifying qualifying years and submitting a Reserve Retirement Request (RRR) to MARFORRES.
-
Marines should submit their request at least 12 months before their planned retirement date.
-
Retirement pay begins at age 60 unless the Marine has qualifying active-duty service that reduces the retirement age.
Extensions & Waivers

Contract Extensions and Waivers:

Extensions or reenlistments must be coordinated through the unit career planner.
-
Once an extension or reenlistment is approved, the Marine must submit an EPAR (Electronic Personnel Action Request) along with the approved documents.

The RLO will process the request through the Reserve RUC for MFR IPAC to ensure the extension is reflected in the system.
DD-214 & Separation Processing

DD-214-1 (Reserve Separation Document):

The RLO is responsible for preparing and processing DD-214-1 forms for Marines separating from the Reserves.

Marines should contact the RLO at least 60 days prior to their separation date to begin the process.
-
The final DD-214-1 will be available for review 30-45 days before separation to ensure accuracy.
Security Clearance & FitRep Requirements

Security Clearance:

Security clearances must be maintained through the unit security manager.
-
If a clearance is about to expire or needs renewal, Marines must initiate the process with their security manager as early as possible.

Fitness Reports (FitReps):

FitReps are the responsibility of the individual Marine, their Reporting Senior (RS), and Reviewing Officer (RO).

Marines should ensure their FitReps are submitted in accordance with the MCO and meet required timelines for completion.
