Mission

MCIWEST uniformed and civilian leadership at every level must ensure their people are well-led, cared for physically, emotionally, and spiritually, to sustain a cohesive and combat ready warfighting organization. MCO 5354.1G establishes the Marine Corps policy, procedures, and responsibilities for preventing and responding to Prohibited Activities and Conduct (PAC) behaviors that involve harassment, hazing bullying, prohibited discrimination, and sexual harassment. These behaviors undermine morale, reduce combat readiness, and prevent maximum utilization and development of our most vital asset – its Marines and Sailors. Leaders must take deliberate actions necessary to prevent and respond to PAC.

Purpose

Unit leaders, company-grade officers, and staff non-commissioned officers have experience, maturity, and close daily connection to junior Marines and Sailors. These leaders are in the best position to instill core values, train, supervise, mentor, and lead by their example. Commanders have earned special trust and confidence and are accountable for all their decisions, action, and inactions. As such, the responsibility of a successful MEO program rests with the commander. The PAC prevention and response measures outlined within this Order provide commanders the tools to assess, investigate, and take corrective action to ensure unit cohesion and warfighting effectiveness.

EOAs are civilian or staff non-commissioned officers, who serve as special staff officers that provide advice, guidance, and complaint management, regarding Military Equal Opportunity and Prohibited Activities and Conduct (PAC) matters under MCO 5354.1G.
